
Ms. Booth began working in international trade compliance in 2010 after returning from a deployment in Iraq for a defense contractor. Her time and experiences in Iraq developed her passion for export controls. She oversaw the licensing and licensing management of a portfolio with over 200 active licenses for advanced commercial and military aircraft, spacecraft, and electronics. Most recently, Ms. Booth focused on her love for space at the University of Colorado Boulder’s Laboratory for Atmospheric and Space Physics (“LASP”) where she developed, from the ground up, a sustainable compliance program which balanced both fundamental research and commercial activities without limiting the educational environment. She served as a critical stakeholder for every functional department within an organization advising on export compliance. Prior to joining Avant, Ms. Booth launched a consulting firm specifically tailored to assist small and medium sized companies in the development and implementation of flexible and dynamic compliance programs which offer a critical competitive advantage in the international market. Her areas of expertise include jurisdiction and classification, export authorizations, license applications, license management, training, fundamental research, shipping, and procedure development.
Rachel has a Bachelor of Science in Business Administration with an emphasis in International Business from Old Dominion University in Virginia. She is remains active and engaged in the space community across the U.S. She is a member of the Colorado Space Business Round Table and Citizens for Space Exploration to stay connected to the unique export challenges within the industry.
